Performance Analysis and Value of Benefits in Implementing Changes in Traffic Flow Systems (Case Study: Jalan Setiabudhi, Jalan Cipaganti, and Jalan Sukajadi in Bandung City)

The arterial road network comprising Jalan Setiabudhi, Jalan Cipaganti, and Jalan Sukajadi is a critical north-south corridor in Bandung City, which historically suffered from severe traffic congestion and low Level of Service (LOS). To mitigate these issues, a significant traffic flow system change, primarily establishing a one-way loop, was implemented. This research presents a comprehensive evaluation of this policy by conducting a performance analysis and quantifying the value of benefits derived from its implementation. The methodology employs a comparative before-and-after study. Key traffic performance indicators—including travel time, delay, V/C ratio, and Level of Service (LOS)—were analyzed for the network before and after the system change. Subsequently, the "value of benefits" was calculated by monetizing the savings in Vehicle Operating Costs (VOC) and travel time costs for road users. The results demonstrate a significant improvement in network performance, marked by a substantial reduction in average travel time and intersection delays. This enhancement in traffic flow translates into considerable economic benefits. This evaluation confirms that the one-way system was an effective traffic management strategy, yielding positive and quantifiable value for the public.
